You have to wonder if the country really does want peace. I don't mean that they want killing, of course, but what I mean is that after so many years of constant struggle, is this part of their culture? I guess I mean this question for any culture that has been at war for so long. Is it simply "just the way it is" and will always be?
Violence and killing do not have to be a way of life. Poverty and an unstable government contribute to unrest, but if you look at countries such as South Africa, or even Rawanda, that have come through some very dangerous times, they have found ways to live together.
There's a very illuminating article in the March Atlantic magazine about the struggle between Islam and Christianity in Nigeria. Through it one sees the complexity of the situation and the many dimensions that a solution would have to satisfy. The article is online at http://www.theatlantic.com/doc/print/200803/nigeria.
